I hope i'm understanding where your talking about. The very bottom area around where the primer goes? There shouldn't be any expansion there. Only the walls of the casing should expand.
I'm assuming that when you say that the most accurate powder for the bullet your loading is 4831 is because that's what the manual recommends. The manuals usually recommend several different powders for each rifle. I've found that trying several different types of powder my accuracy can change between some powders.

The expansion is on the case where i guess it should be, sorry for the confusion. Will a sizing die take care of this or is it fine? Sorry I ask so many questions. Thanks! -Chris

As long as the expansion is on the case wall then the resizing die should correct it. Don't ever worry about asking too many questions. There is no such thing. Reloading can be dangerous. It's good to educate yourself. When i started 20 years ago i asked alot of questions and sometimes still do.
